Speaker of the House Mike Johnson placed full responsibility for the ongoing government shutdown on Democrats during a press briefing Monday, arguing that their refusal to compromise has prolonged the crisis and deepened the financial strain on millions of Americans. Now entering its 27th day, the shutdown has left 1.4 million federal employees without pay, including both furloughed workers and those deemed essential. Johnson highlighted the growing hardship faced by military families, air traffic controllers, and Border Patrol agents, many of whom are continuing to work without paychecks. “The pain being felt by so many hard-working people around this country is very real,” Johnson said, calling the situation “a direct result of Democratic obstruction.”
Johnson praised President Donald Trump and his administration for making efforts to mitigate the damage by reallocating funds within the federal budget to keep essential operations running. According to the Speaker, Trump’s team, led by the budget office, has worked tirelessly to identify sources of funding to sustain federal programs despite the shutdown. “The Trump Administration has done everything possible to bend over backwards,” Johnson remarked, though he warned that the process was becoming increasingly difficult with each passing day. The Speaker emphasized that the administration’s attempts to ease the financial burden could not substitute for congressional action, and that reopening the government ultimately requires bipartisan cooperation.
The Speaker also pushed back against criticism that Republicans were responsible for the deadlock, pointing to repeated GOP votes to reopen the government. “Every Republican in Congress wants to stop this madness desperately,” he said, adding that the House has voted 13 times to pass measures that would fund the government. Johnson argued that Republicans cannot end the shutdown unilaterally, given that 60 votes are required to move legislation through the Senate. With only 53 Republican senators, he said, Democratic cooperation is mathematically necessary. “We have no ability to do this on our own,” he insisted. “Democrats are the ones voting repeatedly to shut down the government.”
To underscore his point, Johnson presented what he called “four simple facts” that, in his view, expose Democratic obstruction. He noted first that Democrats’ votes are needed to reach the 60-vote threshold in the Senate, and second, that they have voted repeatedly against reopening the government. His third point addressed what he described as efforts by Democrats and the media to “confuse the American people” about the real cause of the standoff. Johnson argued that Democrats have made a series of extreme demands in writing as conditions for supporting a funding bill — demands that Republicans find unacceptable and fiscally irresponsible.
According to Johnson, Democrats’ proposal includes allocating $200 billion in healthcare benefits for illegal immigrants and noncitizens, a provision that he characterized as “a direct insult to American taxpayers.” He also claimed the Democratic plan would restore funding for “billions in wasteful programs” directed to foreign countries, provide $500 million in subsidies for “left-leaning news organizations,” and cut $50 billion from rural hospitals. “We cannot, we will not do those things,” Johnson declared, framing these demands as out of touch with the needs of working Americans. The Speaker contended that Democrats’ insistence on these measures has kept the government closed and caused unnecessary pain for families across the country.
Johnson concluded by reiterating that Republicans remain ready to act immediately to reopen the government if Democrats drop their demands. He accused Senate Democrats of using the shutdown to advance a partisan agenda rather than working toward practical solutions. “They’re demanding that we do all that to get the government open for hardworking Americans again,” he said, calling the standoff a test of political will. With no resolution in sight and bipartisan talks stalled, the Speaker warned that the shutdown’s economic and social toll will continue to mount. His remarks echoed the broader Republican narrative that Democrats’ policy priorities — particularly those related to healthcare and immigration — are the principal obstacles to restoring normal government operations.
